Centre for Public Interest Law (CEPIL)

The Centre for Public Interest Law (CEPIL) is a rights based non-governmental not for profit organization established in 1999 and incorporated under the Companies Code 1963 (Act 179) as a company limited by guarantee.

The founding of CEPIL has its roots in discussions between Dr. Dominic Ayine, the former Executive Director of CEPIL and Mr. Charles Abugre the then Executive Director of Integrated Social Development Center (ISODEC) regarding issues of public and private accountability in Ghana’s Mining Sector.

These discussions led to further thinking regarding the protection of the rights of vulnerable mining communities.ISODEC had then started work on a legal aid program for these communities but the program became still born.

Mr. Niber holds a Bachelor of Laws (LL.B) Degree from the University of Ghana, Legon and a Master of Laws (LL.M) Degree from Indiana University School of Law, Indianapolis, USA in 2007. He also holds a qualifying certificate to practice law from the Ghana School of Law and was called to the Bar in Ghana in 1999.

Mr Niber has worked with CEPIL since 2000 and has held various positions. He held the position of Legal Officer, Director of Litigation, and Deputy Executive Director of the Centre. He has been involved in active pro bono legal practice, representing the poor and the disadvantaged before the law courts in Ghana.  He has wide-range experience representing mining communities in various capacities. He has also worked as a private legal practitioner with Naoferg Chambers, a private law firm in Accra.

Mr Niber is an Alumni of the Ford Foundation International Fellowship Programme and a member of the International Fellowship Programme Alumni Association of Ghana (IFPAAG).
