Our mission is to advocate for public interest, promote human rights, and ensure legal assistance is available to those who need it most.

Consultancy Overview
As part of the implementation of interventions under the fair4all project which is done in partnership with Oxfam in Ghana, CEPIL seeks to procure the services of a Consultant to develop a comprehensive Whistle Blower Portal.

Key Objectives
• To ensure a platform exists to facilitate a human rights equality and transparency within the organization that is trusted and fully confidential.
• To ensure anonymity and protection for whistleblowers.
• To facilitate the timely and effective investigation of reported concerns or complaints.

Documents Required
• Detailed proposal including work plan with key milestones, timelines and associated costs.
• Details of the individual, firm or company, including company profile, expertise and resource capacity.
• Company Registration Certificate copy.
• Name, title, address and telephone number of the person who will serve as the authorized representative on behalf of the company.

Requirements
CEPIL is looking for a Whistleblower portal that would enable anonymous whistleblowing.
The system should have below features but should not be limited to these only.

The main capabilities on the system should have

o Anonymity of the person whistleblowing
o Auto response capability
o Notification email capability
o Secure access for specified staff
o Reporting features

Email Management

o Describe how the solution supports integration to common email systems (Microsoft Office 365 platform) the solution’s management tools.
o Describe how emails are kept secure
o Describe how email notifications are managed

Security

o Describe how users will utilize/interact with the portal
o Describe how the proposed solution supports different access security levels
o Describe the solution’s data encryption capabilities.
o All sensitive data, such as emails and records should be encrypted.
o Should ensure data integrity.

Qualifications

  • Interested firm should have proven experience in online and offline application development
  • Proven experience in human rights research, particularly in the extractive and agricultural sectors.
  • Ability to work independently and meet deadlines.
